NJ TRANSIT was required to implement Positive Train Control (PTC) along all the commuter rail lines right-of-way and on all its rail rolling stock. This PTC system, known as the Advanced Speed Enforcement System II (ASES II), was also required to provide interoperability with Amtrak’s NEC Advanced Speed Enforcement System II technology and the freight-based Interoperable Electronic Train Management System (I-ETMS). The implementation of PTC enhanced the safety of customers and employees on NJ TRANSIT rail services and permit compliance with Federal law.

Garg was responsible for supporting a range of critical aspects of the QC Program on PTC rail systems (on-car and wayside) including:

- Providing testing & commissioning of on-board wayside radio & cellular antenna systems as per PTC requirements.
- Planning, implementing, and witnessing subcontractor and PTC system level inspections as well as surveillances and review of specifications against test criteria.
- Supporting and evaluating the training of internal and subcontractor staff as required.
- Defining and evaluating the acceptability of inspection, examination and testing results.
- Issuing Non-conformance Reports (NCR) and Corrective Actions Reports (CAR) as well as managing tracking and trending of NCRs and CARs to closure.
- Providing guidance to project staff, subcontractors, and potentially lower-level Quality Control Inspectors.
- Promoting the Quality culture throughout the organization both internally and to prime subcontractors.
- Supporting the process to train, qualify, test, and improve the QC process, personnel, and the project.
- Maintaining strict control of all project inspection and testing documentation to meet FRA requirements.
